Title
To assist WHO to initiate epidemiological studies and promote standardisation of data collection for oral diseases (in particular periodontal diseases) to provide quality information to the WHO Global Oral Health database.
Description
1.
Update country-based epidemiological information regarding periodontal disease and information on prevalence rates of common risk factors based on reviewing scientific reports. These data are inserted into the WHO database of the new design of the WHO Global Infobase.
2.
Implement "Oral health surveys: basic methods - 5th edition" to conduct epidemiological study.
3.
Translation of "Oral health surveys: basic methods - 5th edition" into Japanese.

Outcomes
1.
In order to maintain WHO Global Oral Health Database, the centre has collecting information of country based periodontal disease prevalence, published from 2011 to 2016, through the scientific paper review. Information has been updated on our website as well as CAPP (Country/Area Profile Project) website in Malmo university.
2.
The centre provided technical guidance and lecture how to implement oral health data collection based on WHO Oral Health Survey Basic Method, at Asian Chief Dental Officers' Meeting in May 2016.
3.
The centre has led the guidance to improve oral surveillance and monitoring for ageing population, collaborating with FDI task team on Oral health in elderly.
4.
In collaboration with WHO HQ and Ministry of Health in Myanmar, the centre conducted calibration training based on WHO Oral Health Survey Basic Method for preparation of National Oral Health Survey in Myanmar in August 2016. The review of the survey and translating skills for data processing after finishing surveys in Evaluating Workshop was conducted in Myanmar in February 2017.

The centre translated "WHO Oral health surveys: basic methods - 5th edition" into Japanese and has published in February 2016.

Activity 2
Title
To support WHO in dissemination of the evidence on interrelationships oral health-general health-quality of life to strengthen oral health components into public health programmes.
Description
Scientific evidences about the relationships between oral and general health through Niigata elderly cohort study have extensively supported to strengthen WHO oral health promotion based on NCD prevention. NCD prevention strategies are designed with emphasis on common risk factors intervention. Opportunities and barriers for promotion of oral health are identified on the basis of experiences from the successful national campaign "Healthy Japan 21" and the enactment of "the Oral Health Promotion Law" in Japan. Through these experiences, support WHO to develop the strategy for driving oral health programmes.

Concrete expected outcome
The centre continued Niigata Elderly Study to analyse between oral health and systemic health in addition to annually follow-up survey. It is necessary to accumulate outcomes of oral-systemic relationship through human study, especially in elderly population because of still scarce. Experiences through developed "Healthy Japan 21" and "the Oral Health Promotion Law" in Japan can assist to public health administrators in formulation of policies and planning of oral health programmes, particularly in WPRO countries. The centre contributed to give lectures/ symposium how outcomes of oral-systemic relationship integrate into construction of oral health policy/strategy in Asian Dental Officers' Meeting or scientific oral public health conferences.

Outcomes
1.
The centre continues to publish research results based on Niigata elderly cohort study to strengthen evidences on interrelationships among oral health-general health-quality of life. The evidences are disseminated through the presentations and lectures at the Asian Chief Dental officers' Meeting and International Conferences to support formulation of policy in Asian countries.
2.
The centre supported to organize WHO Workshop "Integrating brief tobacco interventions into oral health programme in primary care" to promote integration of brief tobacco interventions and oral health programmes through the dissemination and implementation of WHO policy recommendations in Japan and Thailand.
3.
There are important characteristics of periodontal infection that suggest a biologically plausible link to systemic inflammation and adverse effects on glycemic control. The centre involves diabetes prevention team at Niigata university hospital and provides lectures every month titled "Relationship between periodontal diseases and diabetes" to spread the knowledge of oral health promotion based on NCD prevention for diabetes patients and citizens in Niigata. Prevalence of NCD is rapidly increasing in Asian countries. This experience would be transferred to a part of community health promotion in Asian countries the near future.

Activity 3
Title
To assist WHO in application of the evidence on school oral health promotion through primary prevention.
Description
Surveillance of oral health of children participating in different school health programmes in Japan is carried out in order to explore the efficiency of oral disease prevention and health promotion. Special focus will be on identification of high-risk groups of children and the experiences from different intervention schemes. In addition, the relationship between oral health and nutrition are important and "Shokuiku" -Food and Nutrition Education in Japan- is also key action for school health promotion in Japan. Dissemination of classroom based fluoride administration and systematization of oral health-nutrition science are important to continuous development of the WHO school health initiative.

Concrete expected outcome
Assessment of the effectiveness of school oral health promotion activities have great relevance to WHO work for strengthening national capacity in oral health of children worldwide. Continuous assistance is offered in translation of such experiences to WPRO countries and at global level.

Outcomes
1.
The Centre advocates school based Fluoride Mouth Rinsing programme (FMR) to prevent tooth decay, in particular target young children. In collaboration with the Niigata city government (Japan), the centre provided technical seminars for teachers and parents to instruct dental caries prevention and implement fluoride mouth rinsing programme for 28 schools including nursery schools, kindergartens and elementary schools from March 2016 to February 2017. Moreover, we have been supported school oral health promotion in Niigata prefecture for many years. The prevalence of dental caries for 12-year-old children in Niigata prefecture has been fewest in Japan for these 16 years (Decayed, Missing of Filled Tooth [DMFT] in 2016 was 0.46). We also guided to create a map of FMR implementation rates by prefecture in Japan and supported to publish a lecture DVD to extend school FMR all over Japan. Now, more than 1 million school children participate in this programme.
2.
The Centre has given technical assistance on the analysis for the status of tobacco smoking and behaviour control among primary schoolchildren in Madagascar.

Activity 4
Title
To expand linkages with dental public health institutions in WPRO countries and to provide post-graduate training courses in oral health promotion and disease prevention.
Description
Undergraduate student exchange, postgraduate training, sending interns to WHO HQ and acceptance of oral health professionals from various countries are provided on global oral health promotion and public health science in order to develop capacity of researchers in organization of community based oral health intervention and adjustment of oral health systems in accordance with policies of the WHO Global Oral Health Programme. Training is particular offered to candidates of developing nations in WPRO countries.

Concrete expected outcome
Successfully trained health researchers/ PhD in global oral health science with relevant skills in community medicine and survey methodology. The Course in Human Resource Development for Global Oral Health Science is designed that, after completing the basic studies in the Course for Oral Life Science at the Niigata University Graduate School of Medical and Dental Sciences, graduate students will participate in global networks through externships.

Dr. Lisdrianto Hanindriyo (Gadjah Mada University), and Dr. Nina Ariani (University of Indonesia) have appointed as an assistant professor of the Department of Oral Health Science, Niigata University, conjunct with WHOCC for Translation of Oral Health Science.

Foreign exchange student acceptance
From WPRO countries, the centre accepted an internship student from Republic of Korea and undergraduate exchange students from Vietnam. We also accepted undergraduate and postgraduate exchange students from various countries and areas including Thailand, Indonesia, Taiwan, Sweden, Canada and Brasil and provided following lectures.

Description
Dental education should ensure oral health professionals are equipped with the necessary skills to meet the social needs. Investigate dental education systems that should all result in the graduate being competent to perform nationally or internationally agreed basic clinical competence.

The electronic database on which the directory is based provides additional information relevant on dental curricula, educational approaches, the assessment of students, the availability and use of facilities and equipment, staff activities, continuing education the mutual recognition of qualifications, and the evaluation or accreditation of dental school programmes. The database will provide information on the status and trends of dental education worldwide and support development of policies of the WHO Global Oral Health.

Niigata University, Beijin University and Otago University, all three WHO Collaborating Centres participated in health promotion section at the WHO Western Pacific Regional Office in Novermber, 2016, and confirmed to sustain collaborative activities with tight cooperation among three for public oral health in developing countries/ regions especially in Western Pacific area.
